Just Transition Plan for the Pljevlja Coal Region

The “Just Transition Plan for the Pljevlja Coal Region” project commenced in May 2026.

The project’s main objective is to support the development of a comprehensive Just Transition Plan for the Pljevlja coal region, aligned with the guidance of the European Commission and the Energy Community Secretariat, compliant with the relevant European Union regulatory framework, and fully integrated into Montenegro’s National Energy and Climate Plan (NECP).

The project is implemented in partnership with Berlin Economics and Germanwatch.

The project is supported by the World Bank.
